Cyber threats and the security of public administration
The report on the state of Poland’s cyberspace security, prepared by the CSIRT GOV under the leadership of the Head of the Internal Security Agency, unequivocally points to growing threats in cyberspace. In an era of armed conflict across Poland’s eastern border and the increasing activity of cybercriminal groups, hacktivists and foreign-sponsored organizations, key government institutions must take steps to improve their resilience to cyberattacks.
In 2023, CSIRT GOV recorded 322,656 reports of potential security incidents, of which 43,785 were classified as actual threats. A significant increase in the number of attacks was recorded especially in the categories: Attack, Sociotechnical and Publication. In particular, the 300% increase in publication of sensitive information indicates the need to implement modern identity and access management (IAM) solutions.
The purpose of the grant competition – Cyber-secure Government
In response to the growing threats, the Project Center for Digital Poland, in cooperation with NASK National Research Institute, has announced a grant competition Cyber-secure Government (Investment C 3.1.1.). The program aims to improve cyber security in public administration through financial support for the entities of the national cyber security system cyber security (KSC). Beneficiaries can be governors, central and chief administrative bodies of government and their subordinate units.
Under this program, offices can receive funding for:
- Implementation or updating of information security management systems (ISMS),
- Implementation of risk management mechanisms in cyber security,
- Upgrading cyber security infrastructure,
- Improving staff competence in cyber security,
- Conducting audits of the ISMS.
eAuditor IAM – a modern solution for public administration
One of the key elements of an effective strategy cyber security is controlling access to digital assets. eAuditor IAM is a state-of-the-art identity and access management system that allows you to:
- Central management of user accounts,
- control of authorization and authorization,
- securing data from unauthorized access,
- Real-time monitoring of user activity,
- Meeting the requirements of RODO and cyber security standards.
Implementation eAuditor IAM as part of the program Cyber Secure Government will allow public administration to more effectively manage user identities and protect digital assets from external and internal threats.
Budget and funding amount
A budget of PLN 350,000,000 net is provided for the implementation of the competition. The minimum grant amount is PLN 500,000 net, while the maximum is PLN 10,000,000 net.
An applicant indicating support for up to 4 subordinate units may receive up to PLN 5,000,000 net.
An applicant indicating support for 5 or more subordinate units may apply for up to PLN 10,000,000 net.
Please note that VAT is not an eligible cost, which means that it cannot be financed from the awarded grant.
Schedule and application process
The call for applications for funding will be held on: February 28, 2025. – March 31, 2025 until. 16:00.
Organizations interested in receiving support should start preparing applications as soon as possible. It is worthwhile to ensure a comprehensive cybersecurity strategy that includes both infrastructure upgrades and the implementation of advanced identity and access management systems, such as IAM’s eAuditor.
